In March 2025, the Library replaced its gate alarm people counters with more accurate and reliable optical counters. These counters (called Automatic People Counters) do not record, retain, or transmit any visual, audio, video, or other identifying information but rather merely output a numerical count of people visiting the Library.
A low-resolution, live-feed was available to the vendor and Library staff solely for sensor diagnostic and troubleshooting purposes, although City staff never accessed it.
The City has determined that the Automatic People Counter technology does not fall within the definition of "Surveillance Technology" as used in the Ordinance.
Nevertheless, in response to a Notice of Violation, the Library has disabled the live-view troubleshooting feature so that it cannot be accessed by the vendor or City staff, even when it would be helpful for troubleshooting technical issues.
